50 STATE REFERENDUM FOR GREEN REVENUE

We all know that putting state and local referendums to the election day ballots adds an extra layer of enthusiasm for the people who support it. The following critical problems are pretty much agreed upon by most experts:
- We need to reduce CO2 emissions.
- We need to phase out coal and oil ( finite resources) as fast as possible to help slow up our consumption of finite and CO2 producing fuels.
- Every Dollar that leaves the US for foreign oil weakens the nation on many levels from financial to national security.
- States and the Feds need more money then they have to finance the recovery from the Bush/Cheney "Plunder Years". Revenue is needed for everything from paying off the Republican National Debt to rebuilding New Orleans to Finding money for health care and much more.
Add all of the above together and follow me to the solution...
There should be a Referendum Initiative in all 50 states authorizing the state to build WIGS - Wind Income Generating Stations throughout whichever state votes for it (with or without partnership with the Federal Government).
The states would raise capital through a bond issues and construct wind-farms on state-owned lands. The income from all the wind farms would then go into the fund of each state, (or with the Feds if in partnership) to fund whatever programs they wanted to use the funds for: Debt reduction, Health Care, Green Subsidies for individuals, Tax relief, etc. On top of the income from selling wind generated electricity into the grid, the wind farm states would be eligible to sell their carbon credits - adding incremental income to each state's bottom line.
If many of the states started their own wind farms to subsidize their budgets; taxes could be lowered. Republicans will scream socialism and "the People's Wind Company". The response can be this: God gave some states oil (Texas and Alaska) and these states use their royalty monies to help the citizens of their states. God gave other states wind - these states can now do the same thing that Texas and Alaska have been doing for years: using their energy dividend for whatever the state's citizens need. Local revenue funding local initiatives can have huge impact and appeal.
Oil companies and coal companies own the land they harvest their precious commodity from, so before wind, we were all at the mercy of the cartels. But wind is in every state. Utility companies need some competition. Every time the blade turns one revolution, it means money is going into the the pockets of citizens of the state. They are now "investors" in new, green technology and will reap the benefits of clean green energy in many ways; cleaner air means less illness in society, added revenue to fund other green initiatives, et al. Taxpayers helping jump start the changes that need to be implemented if we are all to survive in the coming years: Clean energy = Revenue for States.
If the referendum were to specify that all manufacturing should be done in the respective states, then huge manufacturing jobs would also be created - that couldn't be exported. If the states built Wind Income Generating Stations, they would be creating a lasting source of income for the state's coffers.
Let's give citizens the opportunity to say no to offshore drilling and ANWR drilling by offering an alternative in November. Faster – Cleaner – Greener - GR$$N$R referendums authorizing the States to construct income producing clean green energy to help wean us from the foreign oil cartels. It's good for national security, good for fiscal security, good for a greener planet and a sure-fire way to create new green jobs in the US that stay in the US.
Why should the shareholders of the oil and coal fired utility companies have a monopoly on dividend income from energy generation? With wind power, states can now be part of the solution and benefit greatly form the income stream it generates. The best kicker of all is: it is a way to pay for all the programs that need to be implemented to save our society and infrastructure. By authorizing Green Referendums in November, the people will be giving Obama the tools he will need to change America to a greener, cleaner place.
There is no reason why the states can not only be the impetus for change and even profit from that change. We can do this while creating a new paradigm to answer four major problems facing our society with one Referendum for Revenue. Republicans gave us debt, Democrats come up with ideas to generate revenue to pay it off and fix what's broken.
